The BOCES across the State are joining together with local public television station to offer PMP to the schools. Council Meeting and Liaison Meeting
Location: BOCES Conference Center

Council Meeting:

1. Council Membership - Sandy Reynolds from Lockport, Debbie Kanipe from Niagara-Wheatfield and Amy DeChambeau from from Thomas Marks Elementary School in Wilson all agreeded to serve on the SLS Council ...since the meeting, Bonnie Simpson, another teacher from Wilson also agreed to serve. A copy of the council members and liaisons was distributed. The Council list is available online at http://library.onboces.org/council.htm and list of liaisons is at http://library.onboces.org/liaisons.htm .

2. SLS Evaluation - results from Survey Monkey were discussed. Resource Development: Professional Collection and Cooperative Collection Development and Workshops were the areas which the SLS needs to improve. One reason for workshop response is that there is not enough release time for people to attend workshops. A survey should be done to see if people would come outside the school day, and for what time. The consensus was to continue using Survey Monkey for the annual survey.

3.Five Year Plan of Service – reviewed and discussed activities to be accomplished. The complete Plan is available at: http://library.onboces.org/plan2006.htm and the following is a list of specific items, above and beyond our normal daily activities, which need to be addressed: (items are copied strait out of the Plan, and therefore, numbering is off)

1. Goal Statement for Cooperative Collection Development: CCD - The current plan will be revised and improved as needed to enhance resource sharing in the Orleans/Niagara BOCES SLS.

1. Goal Statement for Technology: Technology - The SLS will enable school librarians to learn about using technology to enhance the curriculum.
Intended Result(s): Time will be set aside at each liaison meeting for members to share their knowledge about technology. The SLS will identify one piece of technology each year and demonstrate it to the school librarians.

2. Goal Statement for Special Client Groups: The SLS will assist libraries in providing services to special client groups by providing internet links to web sites which offer services and information about various disabilities and impairments. The SLS will also ensure that students with Individualized Education Program can participate in the Regional Storytelling Festival.

1. Goal Statement for Continuing Education and Training: The SLS will provide professional development and continuing education opportunities for all librarians, at least once a year, which meet member school district needs and promote awareness of system services.

Also, with every Five Year Plan of Service, a new Member Plan needs to be developed and distributed. The previous Plan is available at http://library.onboces.org/memberplan.htm .

4.Cooperative Collection Development Plan - The need for a revised plan was discussed and the liaisons will work on developing ideas this afternoon at the liaison meeting.

5. Special Clients – A discussion took place in which the following was mentioned: Jill who works in Medina with the blind students would be a good speaker, would also like to know more about deaf and hearing impairments, ESL is primarily Spanish, Chinese and Russian in this area. Lyndonville has a need for lower grade level Spanish books. It might be helpful to include dual language books in our CCD Plan. Niagara-Wheatfield mentioned that alternative titles for Down's Syndrome students would be helpful.

6. Workshops - Information was shared on the two presenters which the Western New York School Library Systems hope to bring to the area next year as a result of LSTA funding. They are Allison Zmuda and Esme' Raji Codell.

7. WNYLRC - March/April issue of the newsletter there will be a blog for a discussion group for technology and support staff.

Liaison Meeting:

1. Open Sharing Time - those present shared what was going on in their respective districts. To do: share any information that comes out about the increase in state aid for library books, redistribute information about the 14 studies that show the importance of school libraries.

2. VDX Refresher - Passwords were distributed and corrections were noted. To access VDX, go to the SLS web site at http://library.onboces.org and click on VDX. That will take you to a page of directions and a link to go into the VDX system. Once there click login and enter your user name and password. From there, select which catalogs you would like to search, and begin your search. Once you find what you want click Details and then Submit if everything is in order. Cheryl Hare will take care of the request from that point on.

3. Databases - Cooperative buying was discussed, more information will be forth coming.
.
4. EdVideo Online update - A new server was purchased and since the meeting, the titles were loaded onto it, but there are still issues with getting it to work.

5. CCD – The liaisons split into two groups to work on CCD and the Member Plan. Each group spent time on each issue and then reported back to the group what they discussed.

6. Other - The School Library Media Program Evaluation, which Fran Roscello and Pat Webster from SED developed several years ago, was redistributed. Part 91 of the Commissioner's Regulations was distributed (it concerns the employment of a school media specialist). The Regents 2007-08 Conceptual Proposal on State Aid to School Districts: Increase Library Materials Aid to Close the Gap in Student Achievement was distributed.

Also, they will have a site in the near future at wnylegacy.org in which local history items will be presented. They applied for an IMS grand to do a state wide digitization of local history materials.

2. Member Plan - a change was made on page 4 to read: "The district liaison is responsible for submitting a report to the administration for the Board of Education regarding participation in the SLS.  This annual report will include at least the following:  use of Interlibrary Loan, attendance at SLS in service workshops, attendance at SLS Liaison or Council Meetings and visitations from School Library System Personnel.

4. Co-ser draft
- not ready at the time of the meeting, will be on the September meeting agenda.

5. Annual Report - Since 2001 School Library System data has been included in the BOCES Annual Report Card. Copies of the last few report cards were passed around to see the type of information used. The 2006 Report Card used: Number of Library Media Centers and how many of them were NOVEL Ready Libraries, formerly referred to as Electronic Doorway Libraries, the number of participants at any SLS workshops and any consulting, reference/technical assistance provided by the SLS. The SLS Annual Evaluation used in our Annual Report to SED, will again be done on Survey Monkey.

Common Superintendent Days were very beneficial and we should have the committee previously formed to look into planning for one, plan something for during the 2008-2009 school year. As next year we will have the two LSTA workshops, which are being planned regionally. Chris Parker, Karen Doktor and Mary Jane Murphy agreed to serve on a workshop committee at the May 25, 2006 meeting and Sandy Reynolds volunteered to help at this meeting.

SLS & SLAWNY Network - Chris Parker talked about the need for an area Network which could be supported by the SLS. A follow up: Chris sent out an email and received responses from 23 people indicating they are interested. So this fall we will all work to get something planned.
