SECTION 4 - PLANNING
4.1 Describe the process used to assess member needs in the development of the
systems Plan of Service.
The Liaisons keep the librarians abreast of the various SLS activities and obtain
input from their district as to the direction that the SLS should take in regards
to its activities. Their feedback is invaluable to the quality of service provided
by the SLS.
4.2 Identify the groups involved in development of the Plan of Service and each
groups role.
The SLS Council and Liaison group both contributed to the development of the
Plan of Service. The Council discussed the overall purpose of the Plan and helped
to develop goal statements as well as intended results and evaluation methods.
The Liaisons also helped on the goals, results and evaluation methods.

4.7 Briefly describe the process for approval of the Plan of Service. School
library systems must include the Councils role in the approval.
Section Five of the Plan was initially discussed at the December 15, 2005 Council
and Liaison meetings and input was obtained at that time. Council and Liaison
members then offered further input after the meeting and via email and individual
discussion with the SLS director. The final details of the Plan were added at
the March 14th Council Meeting and it was voted on with everyone approving it
as corrected.
4.8 Briefly describe the information that will be collected to evaluate whether
or not the system achieved the intended results of the plan.
The SLS annual evaluation, which is distributed to all participants, will be
revised, by the SLS Council, during year one to make sure it encompasses all
factions of the 2006-2011 Plan of Service. It will be posted as an online form
in the late spring of 2007 and the Council will review the results. Statistics
from the SLS office will also be used with it to determine usage of Interlibrary
Loan, the SLS web site, and evaluations from the various workshops and activities
of the SLS.
4.9 Briefly describe the methods that will be used to determine whether the
systems customers were satisfied with the systems services.
The annual evaluation that goes out to all school librarians is also used to
determine customer satisfaction. Once during the 2006-2011 Plan of Service a
survey will be distributed to SLS clients, i.e. teachers and students to determine
their level of satisfaction.
4.10 Briefly describe how the information on customer satisfaction will be used
to shape the systems plan in the next year or in the following planning
cycle.
The results of the annual evaluation to the school librarians and survey distributed
to teachers and students will be used by the Council to plan activities for
the following year and write the next Plan of Service. Also, when an issue arises
that the Council or Liaisons do not feel that they have the information needed
to make a decision, they discuss it in their individual districts and if need
be an email survey goes out to the participants.
4.11 Briefly describe the process for revising the systems Plan of Service
for submission to the New York Education Department/New York State Library.
The Plan of Service will be put on the SLS web site with a form available for
any participant to send in comments.
The Council will address any comments made about the Plan submitted
on the form, suggestions they might have, and changes they would like to make
as a result of member input, and evaluation results.
The SLS Director will also suggest changes to the Council which might improve
access, speed of delivery, or any of the services offered by the SLS.
SECTION 5 - GOALS/RESULTS
5.1 The Library Systems Mission Statement:
The mission of the Orleans/Niagara BOCES School Library System is to help
implement the New York State Learning Standards by improving information access
for its member libraries' staff and students. The SLS will assist participants
in becoming NOVEL-Ready as well as encourage school library media specialists
to empower themselves to become instructional facilitators in their schools.
RESOURCE SHARING
1. Goal Statement for Cooperative
Collection Development: CCD - The current plan will be revised and improved
as needed to enhance resource sharing in the Orleans/Niagara BOCES SLS.
3. Intended Result(s): The implementation of the revised CCD Plan will increase
participation as the Plan will be more relevant to the users.
4. Evaluation Method(s):
The Council will approve the revised Plan.
All SLS participants will be aware of the CCD Plan as evidenced in the SLS annual
evaluation.
At least 20% of SLS participants will participate in the CCD Plan.
The majority of LMS participating in CCD will report satisfaction with the plan
as evidenced in the annual evaluation.
1. Goal Statement for Delivery: The SLS
will provide the transportation from one location to another; nonpublic schools
will use the closest public school as their delivery point.
3. Intended Result(s): The SLS will use the Orleans/Niagara BOCES Instructional
Services daily courier for deliveries to area schools, participating in BOCES
Media Services; and the post office or commercial courier service for other
needs.
4. Evaluation Method(s): Annual evaluations and volunteered information will
be used to determine any problems with delivery, such as speed

1. Goal Statement for Interlibrary Loan: 1.) The O/N BOCES SLS
Union Catalog, 2.) Western New York School Library Systems' Catalog will be
available online through web access and 3.) the Western New York Library Resources
Council Virtual Union Catalog will be available online because z39.50 software
is located on the SLS Server. The SLS participants will use the catalogs to
make ILL requests when requesting up to five copies of a specific titles.
3. Intended Result(s): For material the requester will first check
to O/N BOCES SLS Union Catalog, which has an online Interlibrary Loan form.
If found, the ILL form should be completed. If not available, then either or
both of the other two catalogs could be checked by the requester. If found in
the other SLS catalogs, the requester should email, fax or call the O/N BOCES
SLS office to request the item. If found in the Western New York Library Resources
Council Virtual Union Catalog, the requester can request the item directly using
the online ILL form, or contact the SLS office to make the request.
4. Evaluation Method(s): 90% of the SLS participants will be aware of the three
catalogs as evidenced on the annual evaluation.

2. Goal Statement for Listservs: The SLS
will provide access to listervs for members.
4. Intended Result(s): Participants place their subject and multiple copy requests
on one of the SLS listservs, after checking the SLS Union Catalog. They will
also use the listservs to communicate about professional issues.
5. Evaluation Method(s): 90% of the participants will know how to use listservs for ILL requests and professional communications as indicated in the annual survey.
1. Goal Statement for the Union Catalog:
The Union Catalog will be current, online and available via Z39.50.
3. Intended Result(s): This Union Catalog is not a live one; therefore, the
records will be updated annually.
4. Evaluation Method(s): A record will be kept on updates to the SLS Union Catalog. All records should be exported from the individual school's catalogs and imported into the SLS Union Catalog annually.

The SLS is no longer compiling a Union List of Serials.

1. Goal Statement for Web Site: The SLS
will maintain a web site to host the Union Catalog, necessary links to other
catalogs, listserv information and relevant information for school libraries.
3. Intended Result(s): The web site will be used by participants to access the
union catalogs, WNYLRC VDX catalog, databases and links to useful information
and obtain information they need about the school library system.
4. Evaluation Method(s): The annual evaluation will show that at least 90% of
the respondents find the web site useful.
1. Goal Statement for Technology: Integrated Library System - Mandarin M3 is the software used for the Union Catalog. It is housed on a server at this BOCES. The bibliographic records are annually deleted and re uploaded to insure that the it is somewhat current because it is not a live catalog. The goal is to have a union catalog that is current and has all of the automated schools' holdings in it.
3. Intended Result(s): The Orleans/Niagara BOCES School Library System Union
Catalog will be current within a fifteen month time frame at any given time.
The online ILL form in Mandarin M3 will always be operational.
4. Evaluation Method(s): The Union Catalog holdings will be updated annually
and the online Interlibrary Loan form will work properly at all times.
1. Goal Statement for Technology: Technology
- The SLS will enable school librarians to learn about using technology to enhance
the curriculum.
3. Intended Result(s): Time will be set aside at each liaison meeting for members
to share their knowledge about technology. The SLS will identify one piece of
technology each year and demonstrate it to the school librarians.
4. Evaluation Method(s): The annual evaluation will show that at least 75% of
the SLS liaisons will say the SLS helps to keep them current on new technology.

2. Goal Statement for Special Client Groups:
The SLS will assist libraries in providing services to special client groups
by providing internet links to web sites which offer services and information
about various disabilities and impairments. The SLS will also ensure that students
with Individualized Education Program can participate in the Regional Storytelling
Festival.
The information being provided will be available for school staff,
parents, students or anyone else that seeks further information on: physical
or learning disabilities, cognitive, visual or hearing impairments, and children
that speak a language other than English as their primary language.
4. Intended Result(s): The SLS will provide links on the SLS website to sites
providing services and information on physical or learning disabilities, cognitive,
visual or hearing impairments, and children that speak a language other than
English as their primary language.
The storytelling festival will continue to ensure that students with IEP's
are included.
5. Evaluation Method(s): The annual evaluation will show that at least 90% of the respondents say the SLS informs them about services for special clients.
The storytelling festival teacher packet will mention openings for students with IEP's.
1. Goal Statement for Continuing Education and
Training: The SLS will provide professional development and continuing education
opportunities for all librarians, at least once a year, which meet member school
district needs and promote awareness of system services.
3. Intended Result(s): The SLS will survey member school libraries to determine
professional development and training needs. The SLS will provide at least one
professional development opportunity each year.
4. Evaluation Method(s): 90% of the attendees at professional development opportunity will indicate they learned something.
1. Goal Statement for Consulting and Technical
Assistance Services: The SLS will facilitate member libraries obtaining
information about school libraries
.
3. Intended Result(s): The SLS listservs will be used to make inquiries about
programs, facilities, staffing issues, and solicitation of title recommendations,
etc. from other member libraries. The SLS staff will contact other School Library
Systems to obtain information as requested. The SLS director will remain current
in order to assist member librarians. The SLS will contact the NOVEL or database
vendors to resolve issues as requested.
4. Evaluation Method(s): 90% of the respondents to the SLS annual evaluation
will indicate that they are satisfied with the consulting and technical support
received via the SLS.
1. Goal Statement for Coordinated Services:
The SLS will work with other library systems and consortiums to offer member
libraries improved services, at a reduced cost, and will also coordinate the
sharing of information on participating school library web sites
3. Intended Result(s): SLSA, WNYLRC, WALDO and any other negotiated database
pricing will continue to be offered to SLS participants. The SLS will provide
a link to each participant's school or library website.
4. Evaluation Method(s): The annual evaluation will show that 90% of the respondents
are satisfied with the coordinated buys offered through the SLS. It will also
indicate that the links to existing participating school library web sites or
district/school web sites are helpful.
1. Goal Statement for Awareness and Advocacy:
The SLS will promote its programs and services and share information from other
library sources with participating libraries.
3. Intended Result(s): The SLS will distribute flyers about the services it
provides. Relevant advocacy items received from SED, SLAWNY, NYLA, NYLINE, NYLINE-S
and SLSA will be forwarded to the school librarians.
4. Evaluation Method(s): The annual evaluations will reflect that at least 90%
of the respondents are satisfied with the information provided by the SLS about
its services and advocacy issues.
1. Goal Statement for Communication among Member
Libraries: The SLS will promote multitude means of communication for the
dissemination of information. The SLS Liaisons will communicate SLS activities
to the other school librarians in their district.
3. Intended Result(s): The SLS will continue to publish annually a list of everyone's
telephone number. The SLS will annually publish and distribute a member directory.
The SLS listservs will be used to communicate among members. The SLS meeting
summaries will be published on the SLS website. The Liaisons will take information
from the Liaison Meetings back to their districts to share with the other librarians
and conversely, bring information to the liaison meetings from the librarians
in their district.
4. Evaluation Method(s): The annual evaluation will show that at least 90% of
the respondents can communicate effectively with other SLS participants. The
annual evaluation will show that at least 90% of the respondents will indicate
they know what is going on within the SLS.
1. Goal Statement for Cooperate Efforts with
other Library Systems: The SLS will work cooperatively with the other School
Library Systems, Nioga and the Western New York Library Resources Council.
3. Intended Result(s): SLS will continue membership in SLSA and the WNYLRC.
The Western New York SLS will meet four times a year to discuss common concerns
and resource sharing. Nioga and WNYLRC have a representative on the SLS Council.
The SLS and Nioga will discuss having a joint meeting each year and will invite
one another to any professional development or training sessions offered by
either system. The SLS will disseminate information from the WNYLRC, Nioga and
other SLSs.
4. Evaluation Method(s): This SLS is cooperative with other library systems
as demonstrated by the SLS director's behavior. The SLS director will attend
the four meetings held each year with the other WNY SLS directors, the annual
WNYLRC meeting, at least one annual SLSA meeting, and will meet with someone
from Nioga at least once a year to discuss cooperative ventures.

3. Goal Statement for Storytelling Festival: To
encourage reading and resource sharing the SLS holds an annual storytelling
festival.
5. Intended Result(s): The annual storytelling festival is open to all students
in grades three through eight, including those with IEPs.
6. Evaluation Method(s): The students, storytelling coaches, and parents are
invited to complete an evaluation form. A summary of the evaluations is shared
with the Council.

5.19 The Library System's Plan of Service was developed in accordance with provisions
of Education Law and the Regulations of the Commissioner and the requirements
of the New York State Education Department/New York State Library, and was reviewed
and approved by the Library System Board/Council on 03/14/06
